| The
creation of the South American Community of Nations
(CSN) is supported by the conception of a common identity
and the will of integration of all state members in
the region.
CSN is a complex body of integration,
social and economic development; a new space for political
coordination and cooperation, in which a basic consensus
for a domestic agenda that allows the region to be in
a better position regarding international relations
can be found. It fosters the defense of multilateral
matters and international institutionality; the consolidation
and strengthening of democracy.
It furthers promotes the cooperation
for development, social cohesion and improvement of
a regional free trade area and physical and energetic
integration, expressed through the initiative of the
Integration of Regional Infrastructure in South America
(IIRSA).
The new Community represents a market
of 360 million consumers, that is, around 67% of the
Latin America and the Caribbean population, and 55%
of the whole population of the continent.
During the next Presidential Summit,
to be held on August 1-2, 2005 in Brasilia, Peru will
give the Secretariat Pro Tempore to Brazil.
For the initial stage of the work,
the Secretariats of the regional integration mechanisms
(Presidency of the Permanent Representatives' Committee,
Secretariat of Mercosur, Secretary General of CAN and
ALADI, Permanent Secretariat of OTCA) are to elaborate
the inventories, diagnosis and proposals on issues considered
a priority:
- Physical integration (IIRSA)
- Environment
- Energetic integration
- South American financing outlines
- Asymmetry
- Promotion of social cohesion, inclusion and social
justice.
